
Robert D. Hennigan, B.C.E., M.A., DEE, P.E.
Robert Hennigan is Professor Emeritus and former Environmental Studies Faculty Chair at the State University of New York College of Environmental Science and Forestry in Syracuse, New York. He currently serves on the Board of Directors for the Upstate Fresh Water Institute and as Director of Special Projects for the New York Water Environment Association (NYWEA). He is a past President and former Executive Director of the NYWEA. Mr. Hennigan began his career as an engineer in the Syracuse District of the NYS Department of Health (DoH). In 1958, he moved to Albany to head up the water pollution control section of NYSDoH. He later served as principal engineer for the Office of Local Government and conducted a special study entitled the Needs for Sewage Works which became the basis for Governor Rockefellar’s Pure Water Program. In 1965, Mr. Hennigan returned to NYSDoH as Assistant Commissioner in charge of water programs. Mr. Hennigan further distinguished himself in public service as Executive Director of the Temporary State Commission on the Water Supply Needs of Southeastern New York which subsequently became policy for maintaining the New York City water supply. In Central New York, he has served as Chair of the Onondaga County Environmental Management Council, the Onondaga County Water Quality Management Agency, and the Onondaga Lake Technical Advisory Committee. Mr. Hennigan has a degree in Civil Engineering from Manhattan College and a Masters Degree in Political Science from Syracuse University. He is a registered Professional Engineer, a Diplomate of the American Academy of Environmental Engineering, and a Fellow of the American Society of Civil Engineers. In 2006, he published a history of water management in New York as the Director for the Water Resources Management History Project sponsored by the NYSDEC. He has received a number of awards for distinguished service and authored numerous papers and reports on water resources and water pollution control. He is a veteran of World War II, serving as Staff Sergeant with the 345th Infantry, 87th Division; and was awarded the Bronze Star, Purple Heart, Certificate of Commendation, and Theater medals. Mr. Hennigan was a founding Director of OEI, and has served the Board from 1990 to 1994 and from 2000 to date.
